A COMPREHENSIVE PLAN for
MUSCLE SHOALS, al
Muscle Shoals—an anchor suburb in the Florence metro area with a population of roughly 18,000—has experienced rapid and transformative growth, nearly doubling since 1990. This growth has reshaped the city’s built environment and strained corridors that were not designed for today’s development pressures. We found that housing options remain heavily concentrated in single-family homes, walkability is limited, and only a small percentage of residents live within walking distance of a park. Residents repeatedly emphasized a desire for smart growth, development of a town-center at the city’s outdated mall, more diverse housing choices, improved parks and public spaces, and better connectivity across all four quadrants of the city. Public surveys also showed strong demand for new business development, pedestrian-oriented places, and reinvestment in community amenities.
The planning team recommended a comprehensive strategy focused on sustainable growth, transportation and corridor reinvestment, expanded recreation, cultural identity, and improved development standards. We recommended updating zoning and development patterns to support mixed-use infill, higher-density housing near key corridors, and more coordinated growth around Avalon Avenue, Woodward Avenue, and other major routes. We also advised creating new community and pocket parks in underserved areas, modernizing existing parks with contemporary amenities, and building a connected network of sidewalks, bike lanes, and greenways. To strengthen the city’s identity, we recommended a citywide branding and wayfinding program, music-themed placemaking, and a Public Art Master Plan that celebrates the city’s cultural legacy. Finally, we identified major redevelopment opportunities—including the Steenson Hollow waterfront—where mixed-use neighborhoods, a marina, and public waterfront amenities could anchor long-term economic and residential growth, ensuring Muscle Shoals evolves into a more walkable, connected, and vibrant community for future generations.
